MIGRATION AND ROLE OF ICT ON HUMAN RESOURCE DEVELOPMENT IN WEST AFRICA UNIVERSITIES FOR SUSTAINABLE NATIONAL DEVELOPMENT

Abstract

This paper examines the Migration and role of information and communication technology (ICT) on Human Resource Development in West African universities. The quality and quantity of human resources determine a nation’s growth and sustainable development. It is the available manpower resources that mobilize other resources for sociological, political, economic scientific and technological development. The development of any society is, therefore hinged on the development of its manpower resources. Universities in West Africa like any other part of the world have been established for the purpose of manpower development. The demand for computer/ICT literacy is increasing in the sub-region, because employees realize that computers and other ICT facilities in this technology-driven age can enhance efficiency. On the other hand, employees have also realized that computers can be a threat to their jobs and the only way to enhance job security is to become computer literate. In view of the above this paper therefore, recommended that an ICT implementation commission should be created. The commission should be funded and be mandated to produce ICT facilities in West African universities and also monitor their application and use by the Regulating bodies (e.g, National Universities Commission (NUC). The Central/Federal Governments should assign specific developmental projects to these institutions after the necessary funding. This may be in a way enhances universities growth in terms of Human Resource development technologically. The paper also encourages that Nigeria and other West African countries should exchange ICT personnel for sustainable development and amicable partnership. And finally, an ICT skills development should also be transferred between our Universities for the local consumption of the West African sub-region region.

ANALYTICAL SOLUTION OF A MATHEMATICAL MODEL OF TUBERCULOSIS WITH PASSIVELY IMMUNE COMPARTMENT.

Abstract

In this study, we proposed a Mathematical Model of tuberculosis dynamics. The model is a system of four first order ordinary differential equations. The population is partitioned into four compartments of passively immune infant class ,  Susceptible, Infected and Recovered. The analytical solutions using Homotopy Perturbation method (HPM) were obtained. Graphical profiles for each of the four compartments were obtained using MAPLE computer software package.  The results shows that the disease has a tendency of dying out with time when there is high recovery rate.

THE CHALLENGES OF TECHNOLOGY INTEGRATION IN ART PEDAGOGY WITHIN NIGERIA: THE WAY FORWARD

Abstract

Technology integration is the use of technology tools in general content areas in education in order to allow students to apply computer and technology skills to learning and problem-solving. Generally speaking, the curriculum drives the use of technology and not vice-versa. However, technology integration requires infrastructure, continual maintenance and repair. The infrastructure required to operate and support technology integration in art pedagogy include at the basic level electricity, internet service providers, routers, modems, and personnel to maintain the network (Grinter and Edwards, 2005). Other disciplines have integrated technology making them fit in well into this technological age, therefore, art pedagogy must not be an exception. Developments in teaching should not leave art pedagogy out in the techniques or media used in the 21st Century. The health of the economy of any country, poor or rich, developed or developing, depends substantially on the level and quality of the education it provides to its workforce. Reforms in education are occurring throughout the world and one of the tenets of the reform is the introduction and integration of technology in the education system. The successful integration of technology depends largely on how well policy makers understand and appreciate the dynamics of such integration. If properly integrated, technology has the potential to promote the development of students’ decision-making and problem-solving skills, data processing skills, and communication (Whitworth and Berson, 2003). Some challenges of technology integration in art pedagogy within Nigeria are epileptic electric power, poor internet connectivity, inadequate training and professional development, teachers are not valued and lack of sustainability. In spite of these challenges, the way forward is to think ahead and incorporate some trends impacting education which include (i) an increasing shift toward blended learning, online learning and technology-driven collaborative learning (ii) the growth in the potential of social networks to allow teachers to engage students online (iii) openness of educational resources and technology (iv) Bring Your Own Devices (BOYD) is becoming more common as the cost of technology drops for students and (v) the role of the educator is being challenged as resources become more accessible on the internet.

WATER RESOURCES DEVELOPMENT IN NIGERIA: OPPORTUNITIES, CHALLENGES AND THE WAY FORWARD

Abstract

This paper reviewed the development of both surface and groundwater resources of Nigeria with respect to the various stakeholders involvement. Record showed that 215 billion m3 of surface water distributed among the major drainage systems and percolated as groundwater is available to be tapped and developed for various opportunities such as increase in agricultural productions and hydro-power generation for small and medium enterprise, which make the development of water resources a viable option for socio-economic improvement. However, possible challenges were highlighted and possible solutions were provided. After developing water sources in the country, it is recommended that measures should be put in place for effective management of water facilities and/or structures for sustainability.

Abstract

Presented was a proposal for realising a more comprehensive control strategy for the Functional Electrical Stimulation (FES) induced Sit-to-Stand (STS) movement restoration.  According to literature deficiencies existed in modelling, trajectory planning, and a more accurate and robust comprehensive approach for tuning of controllers for such systems. The framework intends to fill the gap by proposing four segments for modelling the system against the earlier popular models Utilising three segments. In the case of the trajectory planning, six order polynomial would be applied, also never proposed for the system before and has some features which are desirable to the system. Three nonlinear control schemes will be investigated, alongside the global human mass distribution and disturbances (fatigue, spasm and tremor) associated with people having such illnesses. The control systems have not been applied for the STS movement revival as well as the effect of the disturbances; the additional task was also to produce suitable mathematical models of the disturbances because they are not readily available. The newness of which include improvement on the kinematic model, dynamic model, trajectory planning and the then harnessing of the sliding mode control, linearised feedback control and backstepping control techniques and considering of the effect human mass variation together with the likely disturbances for configuring the controllers. Hence, expected is moving the FES performance forward towards clinical acceptance.

THE IMPERATIVE OF CULTURE ON LOCATION DECISION OF HOME-BASED ENTERPRISES IN NEIGHBORHOOD OF BAUCHI TOWN, NIGERIA

Abstract

The imperative of Culture on location decision of home businesses cannot be overemphasized in Nigerian society. Hence it is on this backdrop that the study sought to identify culture variable of location decision of home-based enterprises in Bauchi town neighborhoods. Explorative and questionnaire survey methods were used to obtained data from literatures and interview. The data collected recorded 99% response. Data obtained were analyzed using descriptive and inferential statistics. The descriptive were tables and percentage while inferential statistic was Principal component analysis. The finding revealed that, Bartlett’s test of sphericity at .001 significant level by χ² (153) = 247.128, indicated p < .05, affirmed correlation existed between the factored cultural variables. the Principal component analysis determine religion as a key variable at Kaiser-Meyer-Olkin (KMO).05 significance level to be .740 which is greater than KMO .335, this indicated that  a major factor of location decision of home-based enterprises in the study area is culture. Thus the study recommended that people’s religious culture should be factored in formulating physical planning policy regulation to guide the development of informal sector of the urban economy especially home-based enterprises (HBEs).

EVOLVING A COMMUNITY PARTICIPATION MODEL IN FOREST RESOURCES MANAGEMENT IN EDU LOCAL GOVERNMENT, KWARA STATE, NIGERIA

Abstract

The rate at which Forests Resources is been degraded Worldwide due to anthropogenic activities is alarming and  had impacted negatively on our mother earth in the areas of heavy down pour, flooding, drought, excessive heat, sedimentation and other environmental problems. This research aimed at evolving Community participation Model in Forests Resources Management in Edu Local Government, Kwara State, Nigeria. Literatures reviewed were centered on Community Participation and Management of Forests Resources internationally, regionally and nationally. The gap was identified none of such have been done in the study area and the appropriate methodology used. Normalized Deference Vegetation Index (NDVI) was used to detect changes in Forests Resources in the Study area between 1990 and 2018. Normalized Burn Ratios (NBR) was also used to show the rate of forests burning in the Study area. Structured questionnaires were employed to observe the methods used in the past in managing Forests Resources in the Local Government for thirty (30) years and better alternative methods that could be employed to manage Forests Resources in the area. The result shows a reduction in Forests resources significantly. NDVI result shows (-0.26) which indicates a decrease in vegetation cover in the study area. The vegetation index Map of 2005 also shows there is further decrease in vegetation (0.58) (0.48) of 1990 and 2005 respectively. NDVI values of (0.35) indicated a further decline in the vegetation of the area, 2005 -2018(0.48) (0.35) respectively. Edu Local Government Forests Burn area Change detection for 1990, 2005 and 2018 shows large positive (blue) and large negative (red) which indicated changes in the study area’s forests (-0.5) and (0.5) ratios. The Communal Land tenure system used to manage Forest Resources in the area have not helped in preserving the natural vegetation in the area due to loss of family values. Government’s revenue generation policies had encouraged cutting down of trees. Better alternative Community participation approach as revealed in the study will help. Planting of tree crops and establishment of forests by the State Government, Edu Local Government Department of Agriculture and Natural resources in collaboration with the communities through Traditional Institutions. Monitoring of loggers in the areas by the Communities in collaboration with the Staff of Ministry of Environment and Forestry, and Department of Agriculture and Natural Resources. It is recommended that tree planting campaign should be done in all the media outfit in the State.  Restructuring of school curriculum that will enabled students of all arms to be taught Geography. Privatising Forests resources to individuals will help in effective Management of the Forests resources.

DESIGN OF AN SAO TUNED LQR-PID CONTROLLER FOR A LINEARISED MAGNETIC LEVITATION SYSTEM

Abstract

This research presents the development of an optimal self-adjusting controller for a magnetic levitation system. A cascaded double loop control scheme was used in the controller design with linear quadratic regulator (LQR) in the inner loop to regulate current and a proportional integral derivative (PID) controller tuned with smell agent optimisation algorithm in the outer loop for position control. The designed controller was simulated in Matlab R2018a on a benchmark magnetic levitation system model. The developed controller with an overshoot of 1.6% and a rise time of 0.0054 seconds outperforms the controller stated in literature which has an overshoot of 7.45 and a rise time of 0.026 seconds. The trade-off of the designed controller was in the settling time where 0.7433 seconds was recorded as against 0.101 seconds of the benchmark controller.

Abstract

An operating system is a program that manages the computer hardware. It also provides a basis for application programs and acts as an intermediary between the computer user and the system hardware. CPU scheduling is the basis of multiprogramming systems. It refers to a set of policies and mechanisms to control the order of work to be performed by a computer system. The basic idea is to keep the CPU busy as much as possible by executing a user process until it must wait for an event, and then switch to another process. The problem of determining which processors should be assigned and to which processes is called CPU scheduling. How do we select a CPU Scheduling algorithm for a particular system? Since we have different scheduling algorithm with its own parameter selection can be difficult. To select an algorithm we must first define the relative importance of CPU Scheduling criteria. Next we use an evaluation method. This paper presents an algorithm and a life simulation of the CPU Scheduling algorithms using poison distribution to generate the random numbers for the burst times, arrival times and processes with Ms Visual Basic 2010 for the Scheduling algorithms and comparing their average waiting time to know which has the least average waiting time.

ENTREPRENEURIAL EDUCATION IN TYRE RECYCLING ON SMALL AND MEDIUM SCALE ENTERPRISES PERFORMANCE ON SANDAL   MAKING IN ABEOKUTA

Abstract

The growth of most economies depends essentially on the vibrancy of the entrepreneurship (Oyeniyi &Adeniji,  2010).  Entrepreneurship  in  today’s  world  has  become  major  concept  of  discussion  in developing countries. Entrepreneurship via SMEs is a major means which a society can meet up with current commerce challenges in the world. Entrepreneurship provides avenues for alternate failing or malfunctioning state-owned enterprises in developing economies in the world. Entrepreneurship is a means of job creation and empowering the deprived fraction of a population. As such, this study tried to ascertain the following objectives; to determine the effect of creative thinking learning on business growth, to ascertain the relationship between risk taking ability and increased in product line, to assess the effect of entrepreneurial alertness on customers growth and to examine how innovativeness affects sales growth. The methodology used in the study was a survey design, in which 150 questionnaires were administered to gather data from the respondents and four hypotheses were tested accordingly using regression analysis. Data were analyzed using descriptive statistics (frequencies, percentages and means), correlation and Regression. Result showed the mean age, marital status, year of work experience, educational qualification, organization experience with organization were less than 5 years, 44.7% married, 32.6% others, 36.0% less than 5 years, 54.0% female respectively. ANOVA showed the significant (p<0.00) positive relationship between creative thinking and business growth with strong positive correlation coefficient (0.789). The result of regression shows the R square gave a large value of 36.7%, this means that entrepreneurial alertness explained about 36.7% of the variance in customer growth. The study found that there was significant relationship between creative thinking and business growth. Also, the study discovered that risk taking has effect on organizational product line. The study as well revealed that entrepreneurial alertness significantly affects customers’ growth. Finally, the findings revealed that innovativeness does significantly affect sales growth. The study recommends that effort should be focused to other sectors like the tyre recycling industry that needs innovative minded people who are ready to venture into the industry for sustenance.

Abstract

It is very clear that our building accessibility and universality is falling behind in providing necessary assistance to persons and issues with special needs in our environment as some barriers prevent them to participate fully in day to day activities. The physical structures we have are not user friendly to the mobility impaired. In spite of so much capability and potential, these people have many difficulties due to their disability, while society too is deprived of their abilities and capabilities. Looking critically at sustainability, being the humanity’s ability to meet the needs of the present without compromising the ability of the future generations to meet their own needs is still a mirage. Many developing countries like Nigeria did not meet up with the UN target of 2002 as behavioural architecture has been marginalized. This study thus reviews the measures which take into considerations the movement abilities of persons with mobility impaired, disabilities and other special needs with considerations, by finding sustainable solutions to accessibility and universality in buildings by using adequate design considerations of spaces, access, measurements and reach dimensions.

ANALYSIS OF WORD FORMATION PROCESS IN SOCIAL MEDIA

Abstract

This study intends to look at the most common word formation process among Nigerian users of Social media ,taking facebook as a case study. The main aims are to describe the common features of word formation process used by Nigerian young adult Facebook users and identify the causes for employing these features on Facebook communication. The result showed that the most common word formation processes in everyday communication on Facebook are abbreviation (clipping, acronyms and combination of letters), blending and the use of emoticons with  Abbreviation found as the most common word formation process among the three features . There are several reasons of this occurrence identified through online interview of the participants. Almost all the participants provided similar reasons for employing these features. Mainly, the participants intend to save time, fill the communication gap or barrier among the users, indicate the group membership and show some excitements that represent the emotions and feelings through communicating on Facebook. Latly, we briefly explained some other linguistic features seen from the data.

Emotional Intelligence is important for success in work and in life.  Moreover, managing interpersonal skills and collective enterprise bridge leadership and emotional intelligence.  It is against this background that the article examined the “Effects of Emotional Intelligence on Leadership”.  The methodology employed was the secondary source of data collection.  The justification for the adoption of the secondary source was to help us to have a better focus and a better appreciation and understanding of emotional intelligence and leadership.  Thus, emotional intelligence is a key to addressing organisational problems and challenges and that it would enable leaders and followers alike to have a good interpersonal relationship.

EFFECT OF AGRO-CLIMATIC PARAMETERS ON SPATIAL DISTRIBUTION OF SUITABLE SITES FOR SUGARCANE CULTIVATION IN SOUTHERN PARTS OF ADAMAWA STATE, NIGERIA

Abstract

Agro-climatic parameters were analysed to see how they dictate the spatial distribution of areas that are suitable for sugarcane cultivation in the southern parts of Adamawa state, Nigeria. The study encompasses eleven Local Government Areas laying on about 20,739.30 Km2 of landmass.  Climatic data on rainfall, temperature, relative humidity and sunlight along with physical data on soil, relief and drainage were analysed and integrated by adopting the Weighted Sum overlay in ArcGIS 10.2 platform. The process was guided by the FAO guidelines on suitability analysis. The study yielded four degrees of site suitability for sugarcane cultivation, these are: Most suitable, Suitable, Fairly suitable and Unsuitable sites for sugarcane cultivation. From this study, it was discovered that Most suitable sites cover about 849.51 Km2 (that is about 4.10% of the study area),  Suitable sites cover about 10,978.18 Km2 (52.93%), Fairly suitable sites cover about 6,247.64 Km2 (30.12%) and about 2,663.97 Km2 (12.85%) is Unsuitable for sugarcane cultivation. Therefore, the total area considered to be suitable for sugarcane cultivation in Southern parts of Adamawa state, Nigeria is about 11,827.69 Km2 (Most suitable and Suitable sites combined), that is about 57% of the total area of study. This is a huge size of land which could be utilised by the state for additional source of revenue for the state and also provide job opportunity to the teeming youths.

Abstract

The purpose of this study therefore was to assess the Contribution of adult education programme in Nigeria”. The study is especially aimed at, identifying the role played by adult education programme in Nigeria, examining the various curricular for adult education, analyzing the problems and prospect of adult education programme in Potiskum Local Government. The target population comprises the adult learner and adult education in Potiskum local government area, the sample size draw from the population. Purposive sampling was used to select the fifty (50) adult were selected in this’ study. Data was collected using questionnaires and analyze using percentage (Yes or No).   The researcher therefore recommends that adequate training of adult education teacher should be embarked upon as a mattes’ of urgency. The state government should create and awareness programme or service to reach out to the illiterate adult for them to know that adult education programme is in existence and for them to pick interested in it other words the government should embark on effective mass literacy company for the benefit of the illiterate adult and Adult education programmed need to be reformed in order to enhance achievement of its objectives.

Abstract

The generation of pseudo-random numbers (bits) plays a critical role in a large number of applications such as statistical mechanics, numerical simulations, gaming industry, communication or cryptography.The choice of secret keys for cryptographic primitives largely depends on the quality of random numbers used. These random numbers are fundamental tools in the generation of secret keys and initialization variables of encryption for cryptographic application, masking protocols, or for internet gambling. Chaotic Pseudorandom numbers were found to be very efficient in this aspect. The relevance of chaotic pseudorandom sequences in ensuring security in cryptosystems is considered, at the same time reviewing statistical tests required to make such sequences cryptographically secure. This paper intends to review the development of chaotic pseudorandom number generators through the years and the statistical tests they are required to pass as a measure of their randomness.

ECONOMIC DIVERSIFICATION IN NIGERIA IN THE FACE OF DWINDLING OIL REVENUE

Abstract

There is no doubt that petroleum (crude oil) has contributed substantially to Nigerian revenue since its discovery in 1956 and more especially, since 1970 when its price was on the upward trend. However, it is a known fact across the globe that for a country to attain growth and development, its economy has to be diversified. Diversification does not occur in a vacuum. Mono-economy needs to give way to the productive development of various sectors of the economy. Following the supply and demand limitation of major importers from the country, which brought about the fall in the price of oil by more than 40% since June 2014 when it was $115 a barrel, which now is below $70, after five years of stability, it is a well-known fact that Nigeria’s continuous large earnings or revenue from this sector will be impossible. As a matter of fact, there is an urgent need for the Nigerian government to begin looking into diversification of various sectors of the economy so as to attain solid economic growth. The Neo-Classical Growth Model, some empirical researches and secondary data collected and analyzed support our call for the diversification of Nigerian economy with an urgent need to decentralizing concentration on mono-crude oil -economy. These studies have shown that there exists a positive relationship between economic growth in Nigeria and diversification of other sectors because, when there were proper management of human resources, huge investment and concentration on agriculture, Nigerian economy was recorded to be healthy and vibrant. In those golden years, agriculture offered over 70% of Nigeria’s teaming population job opportunities. Descriptive statistical method likewise was employed in this paper. This paper however, attempted to seek out how diversification of the economy will enhance stable and viable economic growth in Nigeria.

Abstract

New Public Management (NPM) is an approach to running public service organizations that is used in government and public service institutions and agencies, at both sub-national and national levels. It involves conscious plan of action for implementation that discourage heavy bureaucratization by ensuring that individuals freedom, initiative and innovation of the subordinates are consciously encouraged and subsequently integrated into the management system to attain the organizational goals for cultivation of optimal maximization of organizational objectives. New Public Management is therefore a departure from the past techniques of traditional management in which important decisions are made solely by top management officials and adopted by the subordinates. This paper therefore integrates the tenets of the New Public Management and its roles as a reform initiative that can facilitate the effective attainment of sustainable development goals in Nigeria. With reliance on secondary sources of data and backed by analytical approach, the paper observed that a reformed and well focused public service anchored on the tenets of New Public Management offers a readymade tool for effective achievement of the SDGs in Nigeria. The paper recommends that structural barriers and other encumbrances to the implementation of high quality civil service reforms should be so tackled on a sustainable basis. Also, it diagnosed appropriate institutional framework that will enrich the tenets of strategic thinking across Nigeria’s public service for the attainment of the sustainable development goals.

ASSESSMENT OF RESIDENTIAL PROPERTY INVESTMENT RETURNS IN SATELLITE TOWNS OF FCT ABUJA, NIGERIA

Abstract

This paper assessed the residential property investment returns in satellite towns of FCT, Abuja, Nigeria with a view to provide guiding information for prospective investors in these areas. A study population of 240 units of 2 and 3 bedrooms residential property was obtained from estate surveyors and valuers managing properties across the satellite towns and the occupiers. Purposive sampling approach was adopted. The result shows that the mean annual total return for 2 bedrooms are 6.15% to 18.80% in Bwari; 6.49% to 17.77% in Kubwa and 9.47% to 23.17% in Lugbe respectively. The 3 bedrooms across the three satellite towns reveal 6.91% to 22.82% in Bwari; 6.90% to 28.13% in Kubwa and 10.56% to 19.30% in Lugbe. The 3 bedrooms residential property performed better than 2 bedrooms residential property across the 3 selected satellite towns of Bwari, Kubwa and Lugbe. The study concluded that 3 bedrooms property investment out performed 2 bedrooms property investment hence investors can consider any of the three areas for 3 bedrooms property investment hence the investors should consider 3 bedrooms property investment in the three study area. Private investors are advised to invest in these areas.

Abstract

The paper is an attempt to wrestle with the disturbing ethno-religious conflicts in Nigeria by making an analysis of the resources that lies in Peace Theater. Drawing strength from peace movements in Europe and America, the paper discusses Peace Theater as a useful tool for peace building in Nigeria. Ethno-religious conflicts particularly the Boko Haram onslaught and farmers/herders clashes have constituted a menace to any form of sustainable development in the country. The paper sees arms suppression and judicial measures as some of the unsuccessful peace efforts that have been employed by government to check ethno-religious conflicts in the country. It sees Peace Theater as capable of influencing people to dislike war and strive to promote peace for sustainable development in the nation. The paper recommends Peace Theater in the curriculum of schools, particularly theater art, symposia, seminars and incentives to peace artist as the way forward.

Abstract

The new correctional service law is laudable, over former reforms, because, it empowers the society that the offender has offended to win in it drive for justice and community development because the offender will do services free of charge on the one hand. This study will therefore investigate the Multi-Client System Intake for New Discoveries in Noncustodial Measures of the New Correctional Service Law for a Sustainable Development of Indigenous Knowledge in Community Service in Nigeria’s Democratic Process. The goal of any public reform is change to functioning without compromising the future integration and development of a country Ayuk, A. (2003). Thus, the advancement of the idea of community service in Nigeria is as a result of  judicial experimentation loosely structured into an act without considering the sociocultural context in which it emerged by any clear legislative provision. The objective of the law is to focus on correction and promote reformation, rehabilitation and reintegration of offenders. The result of the study reveals if its recommendations are not well channeled, the indigenous knowledge and new Discoveries in Sustainable Development of Noncustodial Measures and Implication for Social Work Practice the efficacy will be negative.

As a result, it is difficult to tell when the prices of equities will be low at different times of the year, and when it would be high enough for exit at a price good enough for acceptable investment profit, especially for a long term investor. Abstract

One of the standard methods of understanding the deterministic interaction between the normal agricultural assets variable, the auxiliary agricultural assets variable, the industrial assets variable and the ecospheric assets variable depends on the application of a continuous dynamical system of four (4) non linear first order ordinary differential equations which do not admit a standard differential equation close form solution. Hence, we have proposed the method of a numerical simulation that is indexed by ordinary differential equations of Order 45 (ODE 45). We found that the pattern of growth of ecospheric assets over time is driven by two (2) inhibiting factors such as the inter competition coefficient due to the interaction between the normal agricultural assets and ecospheric assets and the intra competition coefficient due to the self interaction between ecospheric assets as well as two (2) enhancing factors due to the intrinsic growth rate of the ecospheric assets variable and the intrinsic growth rate of the normal agricultural assets variable. Since the proposed model is an approximation to reality and the defining model parameter values are not estimated probabilistically, we have applied the method of a semi-stochastic analysis at the variations of a low environmental perturbation, a mild environmental perturbation and a relatively high environmental perturbation to predict the extent of biodiversity. In particular, we have found that irrespective of the degree of the random environmental perturbation, the inclusion of a non-additive semi-stochastic random perturbation is dominantly associated with a varying pattern of a biodiversity loss.

Abstract

SEIR model with nonlinear incidence rate in epidemiology is studied. Global stability of the endemic equilibrium is proved, using a general criterion for the orbital stability of periodic orbits associated with higher – dimensional nonlinear system. Method of differential equation was use, using Euler method specifically as case of measles disease in Jalingo, LGA of Taraba State. The basic reproduction number   is proved to be sharp threshold which completely determines the global dynamics and outcome of the disease (measles). If , the disease –  free equilibrium is globally stable and the disease dies out. If , there exit a unique endemic equilibrium which is globally stable and disease persist at an endemic equilibrium  state if it initially exists. Therefore the contribution of the contact rate to the basic reproduction number  and the level of the endemic equilibrium is also analysed.

Abstract

The paper investigated and modelled the effect of some processing parameters namely; particle size, binder ratio and compaction pressure on the combustion characteristics (volatile matter, VM, fixed carbon, FC, ash content, AC, moisture content, MC and calorific value, CV) of the sawdust briquettes. Multiple regression analysis was used for the development of these models using SPSS 20 version. It was discovered that the results of the combustion characteristics of the sawdust briquettes obtained compared favourably well with those obtained by previous researchers. However, apart from particle size on some occasions, none of the processing parameters had significant effect on the combustion characteristics of the sawdust briquettes. This implied that the models are not very strong (the processing parameters were not linearly related to the response variables). Thus, the need to investigate the effect of the interaction and quadratic effects of the processing parameters on the combustion characteristics of the sawdust briquettes. Hence, the need to resort to higher order techniques such as response surface methods to study the effects of the interaction and quadratic variables  of the independent  variables on the response variables of the briquettes.

LOCAL GOVERNMENT FISCAL AUTONOMY AND RURAL DEVELOPMENT OF SELECTED LOCAL GOVERNMENTS IN OGUN STATE

Abstract

The issue of Fiscal Autonomy had always and still generates a lot of interest amongst   practitioners and academics alike. However, different opinions have been observed on the association between Fiscal Autonomy and Rural Development. Hence, this study aimed at investigating Local Government Fiscal Autonomy and Rural Development in some selected local governments in Ogun State. The study adopted cross sectional survey research design method. The population of the study was 943,965; the sample size of 400 respondents was used based on Yamme (1967) judgmental sample determination. The primary data was generated through the administration of 400 copies of a 5point Liket-Scale questionnaire.  Data so collected were analysed using descriptive statistics and multi-variant regression analysis with the aid of Statistical Package for Social Sciences (SPSS). Findings revealed among other things that there was a significant relationship between political autonomy and rural development; that financial autonomy significantly impacted on rural development and Capital Adequacy has significant contribution to Rural Development in Ogun State Local Governments.  It was concluded that with adequate funding, appropriate constitutional application, due process and accountability, local governments stand to propel rural development in terms of provision of basic social amenities to their respective communities. By so doing, the system could have inter-alia prevented rural-urban migration and its attendant socio-economic, political and environmental ills. It was recommended, among other things that the 1999 Constitution should be reviewed in the area of the present autonomy being practised by the state with the Local Government.

Abstract

This write up is aimed at having a thorough examination of the rules of shari’ah pertaining to HUKM or rules which in the bases of understanding the rules as to whether they are obligatory, recommended, prohibited, disapproved or permitted. The HUKM or rule can be perceived in two different categories as HUKM At-Taklifi (a rule that demand, prohibit or give option) and Hukm Al-wadi (explain the relationship between the different obligatory rules) it will therefore be observed that Hukm Taklifi requires the performance of an act from a mukallaf (subject law) prohibiting him or giving him option while Hukm wad’i is not concerned about that, but it borders on the fact that doing a particular act is a condition for another thing to happen or it prevents a particular rule to take effect. Example, presence of witnesses or payment of dowry is a condition for marriage contract.

RISKY SEXUAL BEHAVIOUR AMONG FEMALES AND THE USE OF REPRODUCTIVE HEALTH COUNSELLING STRATEGIES FOR REMEDIATION IN GWAGWALADA LOCAL COUNCIL (ABUJA), NIGERIA.

Abstract

Risky sexual behaviuor among females portends many hazards and as a result of libidinal pressure, they become easy preys to tempting sexual advances. Unless adolescents are oriented to develop capacity for bio-physical self-regulation. This study is therefore aimed at investigating reproductive health counselling strategies to mitigate risky sexual behaviour among females in Gwagwalada Local Council of Federal Capital Territory, Abuja. All the counsellors and community health workers constitute the population while 150 respondents based on religion, location and gender, were randomly selected from their organizations. They were served with a self-developed questionnaire to determine the possibility of adopting counselling strategies to manage or cope with risky sexual behaviuor. Three research questions and two null hypotheses were raised based on reproductive health counselling strategies. The null hypothesis were tested at 0.05 confidence level using the data obtained. Findings indicated that reproductive health counselling, community-based counselling, cognitive restructuring, individual and group counselling were found to be adoptable by counsellors on thebasis of gender, religion and location. Conclusion and recommendations such as sex and sexuality education, family planning, role play and drama be staged and practiced in schools for females to overcome adverse effects of risky sexual behaviour.
